I have the honour to request your authority

to make provision in the Estimates for 1904 for an increase of

$3 a month in the allowances paid to Chinese detectives in

the Police Force. At present they receive $2 a month only,

beyond their pay as constables, and I am of opinion that this

is insufficient, and that the suggested increase will lead to

greater zeal and efficiency than exists at present in the

detective branch of the Force. I understand that $5 a month

is the allowance paid to Chinese detectives in the Straits

Settlements Police Force, and that the result in that Colony

is sufficiently satisfactory to justify a similar rate in

Hongkong. The increase in annual expenditure involved is

$2,304.
